In a context where social demands and needs have become more complex, in terms of size, intensity and connectivity, the preparation of this article supports the imperative of moving towards a more holistic or comprehensive vision of innovation. Incremental analysis that deals only with part of the factors that are involved in the provision and improvement of public services is likely to lead to inefficient policy decisions. Faced with public issues, they cross the limits or borders that have traditionally served as a reference for the government's work, unilateral and incremental action is less and less effective. In the current circumstances, it is impossible to develop a successful innovation process, without a comprehensive approach that can change the public administration and the services it provides more coherently.
